A permit is essential: A foreigner may not work in the country without a permit from the competent Ministry, and must be authorized to enter and reside for work purposes; as an employer you may not employ a foreigner before obtaining this permit (art. 71). The competent Minister issues a decision on the permit's conditions, procedures, and renewal, and its fee of no less than 5,000 and no more than 150,000 pounds (art. 71).
Exemption cases: If the foreigner is exempt from the permit requirement, you must notify the competent administrative authority within seven days of the foreigner starting work and upon the end of service (art. 71).
Reporting absence: You must report to the administrative authority and competent authorities any absence of the foreign worker for fifteen continuous days without lawful justification (art. 72).
Repatriation: When the employment ends, you must return the foreigner to the state from which they were recruited at your own expense, unless the contract states otherwise (art. 74). All of this is subject to reciprocity, and the Minister sets the maximum ratio for employing foreigners (art. 70).
