Egyptian Workplace Harassment Laws Explained?

Egypt's Labour Law No. 14 of 2025 prohibits workplace harassment, bullying, and forced labour. Report incidents internally, to the Ministry of Labour, or file court claims exempt from fees.

Egypt's Labour Law No. 14 of 2025 takes a strong stance against workplace abuse. Article 17 explicitly prohibits employers from forcing workers to work under coercion or forced labour. It also bans harassment, bullying, and any form of verbal, physical, or psychological violence against employees.

The law requires each workplace to address these prohibitions in its internal work regulations and disciplinary bylaws (laihat tanzim al-amal wal-jaza'at). This means your employer is legally obligated to have written policies defining what constitutes harassment or bullying and specifying the disciplinary consequences for perpetrators — not just for other employees, but potentially for managers and supervisors as well.

If you experience any form of harassment or forced labour, you have several avenues available to you. You can raise a formal complaint internally using your employer's disciplinary procedures. If that does not resolve the issue, you can escalate to the Ministry of Labour or file a claim with the labour courts. As noted in Article 20, worker-initiated lawsuits under this law are exempt from court fees, lowering the barrier to seeking legal protection.

Practical tip: Document any incidents of harassment or bullying in writing as soon as they occur, including dates, times, witnesses, and the nature of the conduct. This evidence will be critical if you need to pursue a formal complaint or court action.
